欲究明橄攬球比賽規則，首要是必須瞭解它的演進歷史與發展趨勢，然後將規則的內涵、立法精神作詳細的研究與探討。因此，本研究藉由國際橄欖球主要此賽規則於司克蘭規則所作的修訂經過，探研出其修訂意旨。本研究之目的在究明國際橄欖球主要比賽規則於司克蘭規則所作的修訂意旨，以符合規則修訂原則，以玆提供球員、執法裁判及指導教練或從事橄欖球運動者參考，也便於調整改變訓練方向，以因應比賽之需求。經本研究將司克蘭規則所作修訂內容彙編整理後，得知其所修訂的動機：一、爲了便利裁判員執法的判決，而訂定了客觀之判定依據，以及爲了減少比賽時間之延誤，使比賽更能在流暢緊湊的節奏且公平競爭的原則下進行。二、基於球員安全考量。

En order to realize the laws in the Rugby, it is important to know its evolution and development, and then to conduct a good discussion and detailed research about the meaning and the spirit of the legislation of the rules. This research is to discover the meaning of the revision of the. Scrum of the main laws of the game in the International Rugby by its revision process. The purpose of this research is to clarify the meaning of the revision of the Internationa1 Rugby competition rules and to conform it to the revision principles. It's a reference for all football players, referees, coaches, and any other football players, so that they can adjust their training to match the competition requirements After analysis and discussion, the conclusions are as follows The revision rules can be divided into two parts (Ⅰ) To make it easier for the referees to enforce the rules, so that the objective principles are made for the judgments. It avoids the waste of time in the competition and gives the competition a compact and fluent rhyme in the fair situation. (Ⅱ) To increase the level of safety for the players.
