出版業行業標準分類之探討

出版受到科技的改變，產生典範的轉移，從傳統出版邁向數位出版。科技破壞下，造成產業變遷，《行業標準分類》需與時俱進。行政院主計總處公布與修訂十一個版本，歷時五十年許，在此期間的發展過程和演進正可作為政府發展出版產業的參考。本研究採用「縱貫性研究」，追蹤、比較過去五十年間政府定期舉行之十一次行業標準分類的出版業「橫剖面資料」，進行跨越時間的縱貫性研究，探討出版業行業標準分類之演進與內涵。本研究結論有三：一、出版業行業標準分類歷經五大階段演進：第一階段為「製造業」(56年1月~80年7月，歷時24年)；二階段為J社會服務及個人服務業(80年8月~89年12月)；第三階段為N文化、運動及休閒服務業(90年1月至95年2月底)；第四階段為J資訊及通訊傳播業(95年3月至104年12月底)；第五階段則是J出版、影音製作、傳播及資通訊服務業(105年1月起)。二、出版業行業標準分類內涵：五十年來，出版業行業標準分類之大類從「製造業」、「服務業」、「文化業」、「傳播業」到「出版業」，終於在大類中升級為「出版業」，並成為大類之首。三、依據結論本研究亦重新定義「出版」。本研究建議有三：一、透過紙本與數位同步，或者為了降低成本減少浪費，在出版經營的策略上，採取先電子版本，送上雲端，透過手機、平板電腦、桌上電腦，讀者們閱讀部分內容或大部分內容；試水溫，獲得出版市場面熱烈反應以後，再度規劃紙本印刷出版品、面市銷售。二、運用大數據，貼近出版品市場，理解讀者需求；或選題編輯作品內容、組織動員各種資源並複製獨一無二的創作、將此創作向公眾傳播，送到市場讀者的手上。三、重新定位「出版產業」，使其不致因為紙本出版的滑落，或科技的當道，無法以內容取勝而持續保有優勢及創造需求。

Publishing suffer technological change, the paradigm shift from traditional publishing towards digital publishing. Technological disruption result the changes in industries, ＂Standard Industrial Classification＂ needed keep progress with the times. The Directorate General of Budget, Accounting and Statistics (DGBAS) of Executive Yuan, published and revised eleven versions for ＂Standard Industrial Classification System＂ in Taiwan during last fifty years since 1967. Study the development process and evolution which could be used as the reference of developing strategy for the publishing industry. The study adopted Longitudinal studies, tracking and compared over the past five decades on the Government regularly revised versions of the Standard Industrial Classification System, used Crosssectional data of the publishing industry to explore the evolution, connotation and its development process on the publishing Standard Industrial Classification. The results were concluded that the categories of publishing in the industry evolved from the affiliated position toward independence one. The affiliated sectors for the publishing were manufacturing, services, cultural industries, information and communications which stand for the properties of the publishing industry transferred from traditional industry towards the information and communications industry from 1967 to 2015. The publishing are categorized into the same Industrial Classification with video, communications and information services simultaneously in the newest revised versions for ＂Standard Industrial Classification System in Taiwan＂, the outstanding position which represent that the importance of the publishing industry, the interlinked relationship between publishing and digital content. Besides this, the study redefine ＂the publishing＂ under the disruptive technology to meet the needs of the industry, also have broad horizons beyond the traditional publishing.
