受到少子女化的影響及教育政策的變動,學校教育品質成為影響學校競爭力的重要因素,因此如何從家長的觀點瞭解學校的教育品質,並從中找出改善之處,進而提升學校的辦學績效,實為學校管理者之重要課題。本研究運用Kano二維品質模式探討學校教育品質,以苗栗縣頭份鎮四所國中之家長為調查對象,依照文獻探討歸納出的四個構面來衡量學校的教育品質,依據家長對教育品質改善指標的滿意係數,確認「效益教育品質改善屬性」;再運用重要度績效分析(IPA)來確認「優先改善教育品質屬性」,最後同屬兩類之教育品質即為「學校教育品質之關鍵屬性」。本問卷總共回收218份有效問卷,研究結果顯示有24個學校教育品質中,有3項是魅力品質屬性,有19項是一維品質屬性,有1項是當然品質屬性,有1項是無差異品質屬性。而「能設計相關課程讓學生主動學習,養成良好的學習態度」、「學校能設計適性化課程,提供多元學習管道」、「會依照學生學習狀況,適時實施補救教學」及「學校能位家長說明學校的辦學理念及願景」此四個問項為學校教育品質的關鍵屬性。

|
Under the circumstance influence of the low birthrate and constant changes in education policies, the school education quality had become one of the decided factors which affect the school competitiveness. Thus, how to enhance the quality of the school education from the parents' perspectives and obtain the better efficiency for the school managements have become the key issues for them.The research explores the quality of school education with adopting the Kano's two-dimensional quality model. Subjects of research are the parents from four junior high schools of Toufen Township in Miaoli County. This research deduces from the literature review with the four aspects of attributes for the school education quality. These attributes of quality are reconfirmed by the results of the questionnaire for the parents. IPA is then adopted to confirm the priorities for the attributes of education quality. The key attributes are derived from both the questionnaire and the IPA.With a total of the 218 effective questionnaires were collected. The results show that, out of the 24 quality attributes, 3 attributes belong to the attractive quality, 19 attributes to one-dimensional quality, 1 attribute to must-be quality and 1 attribute to no differential quality. The four attributes are identified as the key attributes for the school education quality. This research provides the public junior high schools with the key attributes of education quality as a guide for them to improve their competitiveness.
