台灣科學園區的播種始於1974年，何宜慈在台大開設微處理機的設計與應用課程。次年，國科會國家大型研究計劃的推動，同時蔣經國院長敦聘何宜慈為國科會副主委，是為園區的籌建邁開了一大步。行政上，園區籌備處成立於1979年3月，1980年9月，新竹科學園區管理局正式成立。四十年前台灣還是加工出口區的時代，成立科學園區，談及何其容易？徐賢修主委與何宜慈局長的先後離職，就可見其中阻力之大，本文有詳細的描述。

The planting seeds of the Taiwan Science Park start at 1974, when Chair professor Irving T. Ho opened a course on the design and application of micro-processors at National Taiwan University. The following year, the promotion of the National Science Council's a large-scale national research plan and the appointment of Irving T. Ho as the vice chairman of the National Science Council by the Premier Jiang Jingguo was a big stetp onwards the preparation of the science park. Administratively, the Park Preparation Office was set up in March 1979. The Hsinchu Science Park Administration was formally established in Sept 1980. Forty more years ago, when Taiwan industrial was still a processing export zone stage, how easy was it to establish a science park? The resignation of Chairman Shien-Siu Hsu and Director Irving T. Ho shows the great resistance, which is described in detail in this article.
