本研究旨在以策略性規劃角度探討高雄市運動設施條件與世界大學運動會比賽標準場地設施之差異，作為高雄市充實運動設施的參考，協助高雄市達成申辦2013年世界大學運動會之目的。本研究的重要發現與結論如下：一、國內無論是中央或地方都以臨時編組方式申辦世界大學運動會，故仍偏重短期、應急式的規劃模式。二、由調查結果發現，高雄市已開始興建現代化綜合體育館及主場館，對申辦2013年世大運現有之運動設施，若結合鄰近高雄縣、台南市等場館，已具備申辦條件。若能進行策略性規劃再充實運動設施的興建，應可達到世界一流水準。三、策略性規劃程度較高的組織，其策略性決策的品質也相對提高，故運動設施的籌畫，仍應借重策略性規劃。

The Purpose of this study was to investigate the similarities and differences between the existing sports facilities of Kaohsiung City and the standard requirements in hosting the Universiade 2013. It was hoped the results could formulate a useful reference and guideline for Kaohsiung City to host the Universiade 2013. Document analysis, survey and interview with professionals and experts were used to conduct this study. Comparative method with graphs and tables was utilized to analyze the data and it was found that: 1. There has not been any authorized unit designated, by the central or local governments in the past, to supervise the overall planning and building process of a world-size game; this situation should be corrected. 2. Combining the sports facilities of Kaohsiung City, Kaohsiung County and Tainan city, and the cooperative efforts of the officials of these three districts, it might result in fulfilling the basic requirements of hosting the Universiade 2013; 3. Strategic planning was proved to raise the quality of policy making and competition management, so we strongly recommend a strategic planning ahead of time; and 4. In order to host the Universiade 2013 a great world game, We recommended the government officials of Kaohsiung City to take a positive approach in looking into the results of our study.
