花蓮秀姑巒溪泛舟級數之探討分析

全世界能泛舟的溪流大多採用美國激流協會河流困難等級分類標準，依單位時間內的水流量、落差幅度、激流長度、沿途風光等區分爲六個等級，級數越大，越刺激好玩，也越危險。本研究依據台灣獨木舟推廣協會副會長鄧智坤先生提供之資料，對於河川泛舟級數需考慮包含整體河流坡度、沿途撤退點、河中巨石所造成的暗流、河水流向變化、溪水混濁度及瀑布高度等因素。評定泛舟級數的標準取決於危險性及泛舟技巧難度，級數越小的泛舟危險性越低，需要之技巧的難度也較簡單；級數越大之危險性越高，需要之技巧的難度也更爲複雜，像等級一、二的溪流就適合做爲商業性的泛舟，商業性的泛舟因需考量到遊客的安全，所以該溪流的危險性就需很低不能發生意外，對於一些有經驗者就可參考三級以上的溪流，較有危險性，但相對的也較有挑戰性，三級以上的溪流較不適合橡皮艇泛舟，較適合獨木舟泛舟，因三級以上地形較爲危險複雜，容易對橡皮艇造成損壞。針對花蓮縣境內秀姑巒溪的泛舟級數評定，交通部觀光局爲能與世界同步，係採用美國激流協會的標準，將秀姑巒溪泛舟評鑑爲二級路線，而本研究依照國內所特別採用的激流評定級數，將秀姑巒溪泛舟評鑑爲一級路線，是適合做爲商業泛舟的溪流。

The rivers which can boating in the world are mostly classified in six ranks according to the discharge of water in unit time, the dropping height, the turbulence length, and the scenery along the river proposed by the American Whitewater Affiliation (AWA). The higher the rank is classified, the more dangerous the river is. This study ranks the rivers considering the overall river slope, retreats along the river, the undercurrents caused by rocks, the directions of flow changes, turbidity of rivers, the waterfall height, and so on which are provided by Mr. Zhi-kun Deng, the vice-chairman of the Kayaking Promoting Association of Taiwan. The standards for boating evaluation depend on risk levels of rivers and skillful levels of boating. The smaller the rank is, the lower risk the boating is. The rivers rank as both 1 and 2 appropriate for commercial boating. Hsiukuluan River in Hualien County was ranked as class 2 by the Tourism Bureau, Taiwan, according to the same standards with AWA. In the study, Hsiukuluan River was ranked as class 1 according to the domestic criteria, which means Hsiukuluan River is suitable for commercial boatings.
