各機關要有效的落實行政院所推動的績效獎金制度,就必須自行建立一套兼具信度、效度的績效管理制度,才能夠使得績效獎金制度的實施,發揮提振公務員工士氣並進而提升政府施政績效的正面效果。然而績效獎金是人事制度的新猶,因此,我們將績效獎金制度的推動定位為組織學習的過程,希望透過大家腦力激盪,持續的經驗分享、交流,經由時間演進、經驗的累積,錯誤的改善,使得績效獎金及管理制度更為完備,可行性更高。 |
英文摘要 |
To implement performance bonus scheme that promoted by Executive Yuan effectively, all agencies have to establish their own performance management system that with both reliability and validity. It is hoped that the adoption of performance bonus can bring up the morale of civil servants as well as to improve government performance. However, because it's an innovation of personnel system, we would like to take the promotion of performance bonus system as a process of organizational learning and hope that through the brainstorming, continuing sharing, and exchanging of experiences, performance bonus and performance management system will be more perfect and feasible. |
