台灣培養出來的牙醫師人力已達先進國家之標準,但對牙醫學教育「品質」方面的檢討,偏重於課程,缺乏整體性的評估,有待進一步的檢討及改革。因此台灣牙醫學教育的評鑑制度及其準則有加以研究之必要。本研究報告是要:l)提議建立台灣牙醫學教育的評鑑制度,確保並提昇國內牙醫學教育水準;2)提出一套適合台灣牙醫學教育使用之評鑑指標,做為國內牙醫師養成教育機構評鑑之用。本計劃曾參與中華牙醫學會與台大牙醫學系所舉辦之牙醫教育研討會,主辦台灣牙醫學教育研討會及台灣牙醫學教育改革之實施座談會。綜合各國之評鑑準則及各次牙醫學教育研討會與座談會,所擬訂之評鑑準則包含下列十二項:牙醫學教育課程概觀、組織架構與行政系統、硬體設施與資源、師資、財務狀況與預算、招生方式、學生事務、課程、臨床教育、研究與學術活動、畢業生的評估、優劣機會及不利因素(SWOT)分析等。與會的牙醫學教育專家一致認為有建立牙醫學教育評鑑制度之必要;對於本計劃所擬訂的評鑑準則認為大致可行。 唯牙醫學教育評鑑委員會之組成及委員會是否具公信力及公權力,是各專家疑慮之處。評鑑委員會對於牙醫教育機構之困難能否加以協助,對於牙醫教育機構之主管當局及直屬犬學有無約束力,是各專家所關切。 |
英文摘要 |
Taiwan has generated an adequate number of dentists to serve the nation-wide oral health of Taiwanese people. However, a systematic review of the quality of dental educational programs has never been conducted, The purpose of this report is to: suggest and establish a dental accreditation system to ensure the quality of dental education and to propose dental accreditation standards for evaluating undergraduate dental education in Taiwan. We have conducted and participated in 3 symposia on improving the quality of Taiwan's dental education in which international trends in dental education were presented and discussed by local and international speakers from Japan and Hong Kong. After reviewing the accreditation standards for dental education programs in Australia, the United States and Europe, as well as the Taiwan Medical Accreditation, plus the conclusions and suggestions of the symposia, we proposed accreditation standards for evaluating Taiwan's dental education. The standards include: an overview of the program, administrative structure, physical facilities and resources, staff, finance and budget, admissions policies, student affairs, curriculum, clinical education, research and academic activities, evaluation of graduates and SWOT analysis. All the dental educators and the participants in the symposia and discussions unanimously supported accreditation for undergraduate dental education programs. Problems raised include who should be chosen as the compositional members of the accreditation committee and who has the power to govern dental education policy and give substantial assistance to dental education in Taiwan.
