人口老化是全球性的問題,臺灣也無法置身事外,為因應高齡化社會的來臨,政府於醫療健康領域部分制定長照2.0政策,在各縣市鄉鎮開始推動「社區整體照顧模式ABC」,然而,健康促進的推動能否僅靠衛生福利部進行提倡與實施,從其「全場域推動健康促進」政策的名稱中便已有答案,既是希冀達成全場域推動,便需要各領域攜手合作。對於推動高齡健康促進議題而言,其推動工作恰巧即是高齡教育專業與健康促進醫療專業的交會點,本文將從C級巷弄長照站探討健康促進的推動基礎,並進一步剖析高齡健康促進的推動取決於高齡教育專業的跨域結合觀點,以及高齡教育專業在高齡健康促進服務中所展現的獨特性與重要性。研究者認為高齡者健康促進政策的混淆,應進一步強化高齡教育專業在此一系統上的角色與定位,若能有效運用高齡教育專業,適時將活躍老化、認知訓練等概念融入健促活動,(1)可以整合不同領域的專業,共同為高齡者提供服務、(2)可以達成全場域推動健促活動之目標、(3)可以避免各部會間資源與服務重疊,提升整體健促推動成效。本文建議長照與醫療相關的健康服務應與高齡教育專業銜接,將活躍老化、樂齡學習等觀念,整合於健康促進服務,進一步提升高齡健康促進的成效與可能性,以達成全場域推動健康促進的政策目標。

英文摘要

Population aging is a global problem, and Taiwan cannot stay out of it. In response to the advent of an aging society, the government has partially formulated a long-term care 2.0 policy in the medical and health field, and began to promote the "community holistic care model ABC" in counties, cities and towns. However, Whether the promotion of health promotion can be promoted and implemented by the Ministry of Health and Welfare alone, the answer can be found in the name of its "promotion of health promotion in all fields" policy. Since it is hoped to achieve the promotion of all fields, it requires the cooperation of various fields. In terms of promoting the health promotion issues of the elderly, its promotion work happens to be the meeting point of the senior education profession and the health promotion medical profession. This article will discuss the promotion basis of health promotion from the alley long-term care service C station, and further analyze that the promotion of elderly health promotion depends on the perspective of cross-domain combination of senior education majors, and the uniqueness and importance of the senior education profession in the health promotion service for the elderly. The researchers believe that the confusion of health promotion policies for the elderly should further strengthen the role and positioning of the senior education major in this system. If the senior education major can be effectively used, the concepts of active aging and cognitive tasks can be integrated into health promotion activities in a timely manner, ( 1) It can integrate professions in different fields to jointly provide services for the elderly, (2) it can achieve the goal of promoting health promotion activities in the whole field, (3) it can avoid the overlapping of resources and services among various ministries and conferences, and improve the overall health promotion effect . This paper suggests that if long-term care and medical-related health services can be connected with senior education, and integrate the concepts of active aging and senior learning into health promotion services, the effectiveness and possibility of health promotion for the elderly will be further improved, so as to achieve a comprehensive The field drives the policy goals of health promotion.
