策略管理是企業組織經營的重要課題，近來Kaplan和Norton提出的平衡計分卡構想，由於理念甚佳，且改善表現／績效的成效不錯，受到國外公私部門組織的廣泛重視，應用對象由營利組織，擴及到非營利組織、政府部門和高等教育學校機構。本研究以平衡計分卡應用於中小學決策為探討主題，不僅詳細分析了平衡計分卡的理念、定位、架構和內容，也討論了建構平衡計分卡的觀點和常見缺失，並就中小學行政決策的模式、類型、流程等加以探討，進而提出中小學可資參考的平衡計分卡架構和內容。
