近年來教育部在推行的教育政策之一,就是「試辦教師專業發展評鑑」。教育部從2006年起有鼓勵中小學校參與教師專業發展評鑑的三年試辦計畫,辦理方式是採「自願」的方式辦理,並且與教師績效考核無關。然而推行初期試辦學校部並不踴躍。教師們談到此議題時亦「談評色變」,原因是教師們認為此項政策最終會與教師考績掛勾,而「全教會」也抱持此種看法,因而反對。 教育部教師專業發展評鑑試辦計畫,是以教師專業發展為目的。教師專業發展如果要以評鑑作為手段,如何消弭教師抗拒之心,使政策能推動,這是我們要探討的。因此本文的主要目的是藉由教師專業評鑑制度的探討、試辦教師專業發展評鑑現況及缺失檢討,提出教師專業發展評鑑的改進策略,使教師專業發展評鑑制度的運作能上軌道,建立教師專業發展評鑑之機制。 |
英文摘要 |
Recently, one of the enforced educational policy is ”the evaluation of Teachers' professional development” and there was a three years of ”the test project” promoted by The Ministry of Education since 2006. The participated teachers were voluntary and the project was not made any connection with teachers' service rating. However, many schools didn't join it in the beginning and the school teachers resisted it too, because they were afraid that the results will connect with teachers' service rating of this project in the long run. The aim of this project is to increase the teachers' professional development. But how to lessen teachers’ resistances and enable this project to be on the track when it was operated were the points of this paper. Meanwhile the auther makes some suggestive strategies for the conclusion. |
