Purpose: This study aimed to develop performance indicators for sports centers and define the significance of these indicators. These indicators may be useful as a reference for local governments and private operators. Methods: An in-depth review of relevant literature was conducted to generate a framework of sports center performance indicators used in recent years. In total, 12 experts from industries, the government, and universities were invited to participate in a focus group interview. On the basis of the literature review and focus group interview, we constructed an initial performance indicator questionnaire for an analytic hierarchy process (AHP). The AHP was performed by 15 experts from industries, the government, and universities. Results: According to the AHP analysis results, this study identified five sports center performance indicators for local government use: public policy objectives, public relations, financial management, operational management, and public safety management. These five indicators encompass 15 assessment items. The aforementioned indicators were weighted according to their importance, with public safety management being the most important, followed by operational management, financial management, public relations, and public policy objectives. Conclusion: During the development of the Civil Sports Center, the role and responsibilities of local governments are as crucial as those of private operators. Through the identification of performance indicators, local governments can support sports centers more efficiently. Future research can use the indicators identified by this study to make practical suggestions for government policy strategies.
