英國「區域文藝復興計畫」是英國自19 世紀以來最重要的國家介入地方博物館的政策。該計畫的目的在為英格蘭地區的地方博物館進行全面的體制改造，並鼓勵觀眾參觀，尤其是弱勢團體的參與。與英國相似的時間點，臺灣亦自2002 年開展地方文化館計畫，雖然臺英在地方博物館的類型與屬性上有很大的差異，但是兩者計畫中的其中一項共同目標皆是促進社區／群的參與，顯示活絡社區／群參與是地方博物館的重要功能與政策目標，然而博物館如何引進社區／群參與？如何建立博物館與社區／群良好的夥伴關係？則為本研究所關切的問題。本研究從文化政策的角度切入，透過英國區域文藝復興計畫為例，探討英國地方博物館政策的發展脈絡，並針對其社群參與的實踐進行分析。研究方法為深度訪談法，於2011 年7 至9 月期間共訪談英格蘭8 個區域，該計畫計9 位管理階層如館長、執行計畫主管，以討論各區域在實踐計畫過程中，如何著重於發展社群參與以及遭遇的難題，以為臺灣的地方博物館與社區對話運作，提供不同的發展取徑與參考案例。

The Renaissance in the Regions program is the UK government's most important intervention in non-national museums since the 19th century. The aims of this program are to transform England's regional museums and encourage audience participation, especially among lower socio-economic groups. The Taiwan government launched Planning of Local Museums, Phase I in 2002. Although there are many differences in the types of museums between Taiwan and the UK, the aims of both programs are to encourage community engagement. This demonstrates that community engagement is one of the most important functions and policy aims of local museums. How can community engagement be encouraged? How can good partnerships between museums and communities be established? The aim of this study is to explore these questions. This study was conducted from the point of view of cultural policy and takes the Renaissance in the Regions program as an example. Local museum policies and community engagement were analyzed to understand how community engagement practices are planned and carried out in the context of the Renaissance program, as well as the difficulties that have been encountered. Nine interviews were conducted from July to September 2011. The interviewees included directors and executive directors in eight regions. The practices of regional museums in the UK may serve as a model for local museums and communities in Taiwan.
