國民中小學輔銜服務工作之執行現況研究

國內目前對研究身心障礙者的轉銜服務多從離校階段進行探討。國民中小學階段的轉銜服務工作將決定身心障礙者往後教育的效率，影響學生學習生涯的成績，卻較少受到研究討論。本研究以國民中小學身心障礙教育體制爲主要研究場所，共抽取265人爲研究對象，以編之「國民中小學轉銜服務實施問卷」爲研究工具，試圖探討目前台灣地區國民教育階段身心障礙者轉銜服務之執行情形。研究結果發現近年來經過相關人員的努力與政府的推展，在教育工作上的轉銜運作有相當的成效，尤其是一些具體的相關措施上，例如在學生畢業前一年在學期初即如開轉銜會義、資料的銜接與轉移、又如ITP評估與制定的工作上等等都有不錯的表現，此乃本研究發現之可喜現象。唯其中仍有部分應該改進之處，包括學生仍見被排除在轉銜服務之擬定工作之外、轉銜服務之內容仍嫌不夠全面性、相關專業人員的參與不足、轉銜教育與輔導未能切實銜接等等。本研究結果將可做爲進一步提昇對身心障者轉銜服務工作品質之參攷。

The purpose of the study was to focus on the transition services working applying for the elementary and junior high schools students with special needs. The survey was conducted with 265 subjects. The study indicated that the transition services were done well in some ways, but there were also something done worse in other ways. Some implications on developing programs for transition services strategies and working for the elementary and junior high students with special need in Taiwan are thus proposed.
