In this study, literature analysis, policy discussion, were used to explore the bicycle promoting relationship between the Taichung City Government and the private sectors. The study focused on the achievements of bicycle promotion by completing a public issue regarding bike participation as well as third-party knowledge of bicycle transportation, sports, and leisure. Hopefully, through this study, the method and ability of civil bike ride participation can be promoted, and the organizations of monitoring the government can participate in public issues. The results showed that: (a) The Taichung City government, in recent years, has promoted the establishment of a bicycle leisure lane as well as held bicycle activities with the nation's largest bicycle brand-Giant Corporation. Besides, the construction of the Taichung City Central City recreational bike paths has also been completed. In Taiyuan station of Taiwan Railway Company, bike rental point of station set-ups has been building. It is a combination of train and bicycle travel, and provided new choices for people interested in recreational sports. (b) In correspondent with the bicycle path network of the Central Government's promotion plan, Taichung City Government separated leisure bicycle lanes by color. Also by raising the sports and leisure atmosphere, the Taichung City government promoted a recreational sports of healthy diversification, as well as attracted tourists from other cities in Taiwan; (c) Government agencies and non-governmental private sectors utilized effective communication as well as commitment to enhance the existing mutual trust and understanding to promote people's activities involvement in their lives with bicycles; (d) The Taichung City Government promoted bicycle activities and constructed bicycle paths under the guidelines of the Executive Yuan ”bicycle paths” and ”doubling Tourist Arrivals plan”; (e)Taichung City public and private sectors have collaborated to create a friendly and safe cycling environment in order to attract people to use bicycles. These results will provide the government policy implementation, and provide related public and private sectors a direction to follow-up with the promotion of cycling.
